Building Permit vs Zoning Approval
Zoning decides whether the project is allowed where you want to put it. Building review decides whether the work is constructed safely under the adopted code.

Zoning usually checks
- Use, setbacks, lot coverage, height, parking, accessory structures, fences, signs, drainage, and special districts
- Whether a shed, fence, addition, garage conversion, or ADU fits the property rules
- Variance, historic, floodplain, coastal, or neighborhood review when applicable
Building review usually checks
- Structural safety, fire separation, egress, energy code, electrical, plumbing, mechanical, gas, and accessibility where applicable
- Construction drawings, product specifications, engineering, contractor licenses, and inspection stages
- Whether work can be safely occupied or used after final inspection
Why the order matters
- A complete building plan can still be rejected if zoning does not allow the placement or use
- Checking zoning first can prevent expensive drawings for a project that needs redesign
- Ask whether zoning approval must be issued before permit review starts
